At 180 litres the water volume is forgiving and holds our ambient 27-29C steadily, so many community fish settle in without a heater, though air-conditioned rooms may warrant a small one. The real planning point is weight: a filled Rio 180 with cabinet runs well over 200kg, so verify your floor loading and get the cabinet dead level before you fill, particularly in older flats.
